A plaque placed in 1986 on the right side of the pedestal and visible in the color photo on the left, is in memoriam and dedicated to David Krabel and Francis Simpson as the last surviving, active World War I members of Randolph County American Legion Post #39 Winchester, Indiana. It was made possible by the John B. Goodrich American Legion Trust Fund. The postcard photo on the right was taken in 1946, before the second plaque was placed.
The monument was dedicated November 11, 1928 and is in good condition. According to an entry on Yelp.com, the statue was restored in the 1990s.
