The large panel at the rear of the platform (top right) has an engraving that reads:
DEDICATED TO THE MEMORY OF THOSE WHO SERVED THEIR COUNTRY DURING WARS OF THE UNITED STATES -------- ERECTED THROUGH THE EFFORTS OF THE WOMEN’S RELIEF CORPS OF SPENCER, INDIANA 1939 ------------ PANEL AND DESIGN OF PAVILION FURNISHED BY E. M. VIQUESNEY, SCULPTOR
Below: Views of the pavilion Viquesney designed for Spencer’s Riverside Cemetery. It is now the site of special observances, such as Memorial Day and Veteran’s Day. It houses a copy of the artist's "Spirit of America", a.k.a. "The American's Creed" plaque (Smithsonian Art Inventory Control Number IN001019) The artillery piece is a Union Civil War cannon. At lower right is Viquesney's headstone.
Viquesney designed this pavilion in Spencer, Indiana's Riverside Cemetery as a soldiers' memorial, but also apparently in part as a display venue for his "Spirit of America" plaque.
A new roof and a speaker's rostrum have been added since the old postcard view above was taken.

One of the stars on the monument bears Viquesney's name and reference to his service in the Spanish-American War. Photo supplied by "Whispers from the Grave", findagrave.com.
